Hair removal cream on breasts and bikini area?

i've put on hair removal cream on a small patch on my breasts to remove black fuzz (hispanic) but i made sure to avoid my nipples. there was still a little to moderate redness. it says to avoid nipples and i did, so can i still use it on my breasts again? and for the bikini area, the instructions usually say to avoid the mucous membrane (the pink fleshy inside where the vagina is located) or vaginal area. is it okay if i use hair remover on the actual skin around that area (that's not the mucous membrane)?
